Human resource development policy
I. GENERAL INTRODUCTION AND PERSONNEL STRUCTURE
The Faculty of Building Materials (VLXD), Hanoi University of Civil Engineering (HUCE), consistently regards faculty development as a central task, which determines the quality of education, scientific research, and the Faculty’s academic reputation.
This policy is issued to ensure that the Faculty’s human resources meet professional requirements, comply with HUCE regulations, and align with the University’s new development strategy.
1. Academic Staff
The Faculty currently has 38 staff members, including 29 lecturers. The qualification structure of the academic staff by Academic Groups (NCMs) is presented below:

The proportion of lecturers holding the titles of Professor and Associate Professor is 27.6%, while 72.4% of the lecturers hold doctoral degrees. These figures are significantly higher than the average levels of HUCE and many other universities nationwide.

3. Supporting Units and Personnel
In addition to academic staff, the Faculty operates two laboratories with eight laboratory staffs, including one PhD holder, one Master’s degree holder, and six engineers.
The Faculty Office is supported by one administrative staff member.

II. STAFF DEVELOPMENT POLICY
1. Objectives of Staff Development
- Ensuring adequate staffing levels, appropriate expertise, a balanced structure, and high-quality human resources;
- Developing teaching and research capacities in a standardized, modern, and internationally integrated manner;
- Creating a professional, transparent, and supportive working environment that maximizes individual potential;
- Contributing to the fulfillment of HUCE’s mission and vision in training high-quality human resources in the field of building materials.
2. Recruitment Policy
2.1 General Principles
- Recruitment is conducted based on the actual needs of academic programmes, student enrolment scale, research group strategies, and long-term development plans;
- Ensuring openness, transparency, and fair competition.
2.2 Recruitment Standards
Individuals who meet the following conditions, regardless of ethnicity, gender, social background, beliefs, or religion, are eligible to apply:
- Being a Vietnamese citizen residing in Vietnam;
- Being at least 18 years of age;
- Submitting a complete application dossier in accordance with prescribed regulations;
- Having a clear personal record;
- Possessing academic degrees, professional certificates, and licenses relevant to the recruitment position. Degrees issued by foreign institutions or foreign-language degrees obtained in Vietnam must be officially translated into Vietnamese and recognized by competent authorities;
- Being physically fit to perform assigned duties.
For lecturer positions:
- Applicants must hold a Master’s degree and a Bachelor’s degree with a minimum GPA of “Good”, from domestic or foreign higher education institutions recognized by the Ministry of Education and Training, in a field relevant to the applied position;
- Core courses or entrance examination subjects must achieve a minimum GPA of “Good”. If this requirement is not met, the Master’s thesis must be closely related to the relevant subject and graded “Good” or higher;
- Candidates holding a doctoral degree or Doctor of Science degree in a relevant field may be considered for direct recruitment without an entrance examination;
- Applicants must have appropriate professional demeanor and communication skills suitable for teaching activities.
3. Work Assignment and Teachinh Load
- Teaching assignments are allocated based on lecturers’ professional qualifications, experience, and practical capabilities;
- Teaching workloads are assigned in compliance with HUCE regulations;
- Newly recruited lecturers receive mentoring and support from experienced staff during their initial semesters.
4. Professional development and training
4.1 Enhancing teaching capacity
The Faculty organizes and facilitates participation in training courses on:
- Advanced teaching methodologies (OBE, CDIO, AUN-QA);
- Online teaching technologies, simulation software, and LMS systems.
Lecturers are required to regularly update course syllabi, teaching methods, and assessment strategies in alignment with learning outcomes.
4.2 Developing research capacity
- Encouraging participation in strong research groups and projects at institutional, ministerial, and national levels;
- Supporting domestic and international scientific publications;
- Facilitating access to laboratories, industry collaboration, and technology transfer projects.
4.3 Long-term training
- Developing doctoral training plans for young lecturers, with priority given to overseas doctoral programmes;
- Providing financial support through scholarships, institutional projects, and international cooperation programmes.
5. Evaluation, recognition, and promotion
Annual staff evaluations are conducted based on:
- Teaching performance;
- Scientific research output;
- Professional development activities;
- Contributions to the Faculty and the University.
Career advancement is implemented in accordance with HUCE regulations and academic title standards. Outstanding achievements in teaching, research, innovation, technology transfer, and international cooperation are formally recognized.
6. Engagement of experts and visiting lecturers.
- The Faculty regularly invites experts and scientists from domestic and international institutes, universities, and research organizations to participate in teaching, research supervision, and academic seminars.
- Collaboration with enterprises is promoted to enhance practical training, share industrial experience, and introduce new technologies.
7. Long-term human resource development
Faculty planning focuses on the following specialization areas:
- Inorganic binder materials;
- Concrete technology and sustainable materials;
- Building ceramics and advanced ceramic materials;
- Inorganic materials and silicates;
- Polymer and composite materials;
- Advanced and green materials.
The Teacher Mentoring model is applied to support young lecturers, while the development of curricula, teaching materials, simulation software, and research activities is actively encouraged.
